§ 9.1. Power To Tax.

The City shall have the authority to assess, levy and collect taxes rents and excises, except as otherwise provided by law, in an amount not to exceed one and two-tenths percent (1.2%) of the assessed value of the real and personal property in the City. Assessments, levies and collections shall be made in a manner provided by law or this charter.
