§ 58-113. Rates set by resolution.

  • (a)

    All rates and charges for water service or related thereto, including, but not limited to, charges associated with the consumption of water, tap fees, connection charges, repair charges, penalties, late fees, and interest on unpaid balances shall be established from time to time by resolution of the city commission.

    (b)

    Effective with the 1991, fourth quarter billing cycle, charges for water supplied by the City of Parchment Water System shall be computed as follows:

    Commodity Charge:

    The residential customer shall pay $0.72 per 100 cubic feet of water usage. This class shall include single- and multiple-family dwellings.

    The commercial class customer shall pay $0.68 cents per 100 cubic feet of water usage. This class shall include commercial, industrial, governmental, schools, and churches.

    Commodity Charge: $0.68 cents per 100 cubic feet

    Rate schedule "B" shall apply to all service pipes furnishing water to fire protection sprinkler systems. It shall be unlawful to use water through such service pipes for any purpose other than extinguishing fires, testing or filling of the sprinkler system or its appurtenances. Customers using water under schedule "B" shall maintain their sprinkler systems in a tight condition free from drips, leaks, and unlawful uses of water at all times and at such frequencies as to best protect the interest of the city, to see that the provisions of this section are complied with.

    (3)

    Penalty. A penalty of ten percent of the billing for services shall be charged on all accounts not paid on or before the due date as indicated on the billing.

    (4)

    Turn on/turn off charges. A charge of $10.00 shall be made whenever a meter is removed or service is turned off, and a charge of $10.00 shall be made whenever a meter is reinstalled or service is turned on. (No charge shall be made for the initial installation of a meter.)

    (5)

    Minimum charge. The minimum charge, covering periods during which no water has been used, shall be the demand charge. Minimum charges shall apply whenever water service is on and available to the customer and shall be discontinued only after the water has been turned off by authorized city personnel.

    (6)

    Parallel meters. When two or more meters are connected parallel, the size for the purpose of billing shall be considered as the size meter having the next largest cross-sectional area than the total of the cross-sectional areas of the meters so connected.

    (7)

    Additional charges. The demand and commodity charges to those property owners which are not on the real property tax roll be one and one-half the rate charged to all other users.
