§ 42-151. City parks regulations.

  • The following actions in a park shall be deemed violations of this article:

    (a)

    No person shall possess nor use any bows, cross bows, bb guns, pellet guns, air rifles, paintball guns, airsoft guns or slingshots. No person shall hunt except as may be authorized by the city manager for the control of nuisance animals. No person shall trap or target shoot. No person shall discharge any firearms except law enforcement officers or as otherwise provided herein.

    (b)

    No person shall possess or use any trapping or capturing device, except as may be authorized by the city manager for the control of nuisance animals.

    (c)

    No person shall possess or consume any alcoholic beverage.

    (d)

    No person shall possess or consume any illegal controlled substance.

    (e)

    No person shall engage in violent or combative activities or role playing games except as authorized by the city manager.

    (f)

    No person shall camp or erect or use any camping equipment.

    (g)

    No person shall cut down, destroy or remove any trees, including trees that are down, shrubs, bushes or other plant life, except as authorized by the city manager, for maintenance of a park.

    (h)

    No personal shall excavate or remove any earth, sand or gravel, except as authorized by the city manager for maintenance of a park.

    (i)

    Except as otherwise provided in this article, no person shall injure or damage, in any manner, any monument, fence, bridge, seat, tree, flower, playground equipment, bathroom or any other public property on or in a park.

    (j)

    No person shall place or deposit any garbage, glass, tin can, paper, refuse or other waste in a park except in containers provided for such purpose. Dumping of household waste is specifically prohibited.

    (k)

    No person shall kindle or build a fire in a park except within a city-provided grill or as authorized by the city manager for charitable or civic activities.

    (l)

    No person shall permit any pet to run at large in a park. Pet feces shall be immediately picked up by the person accompanying the pet and disposed of properly.

    (m)

    No person shall sell, hawk or peddle in a park merchandise of any nature, except as authorized by the city manager for charitable or civic activities.

    (n)

    No person shall beg nor solicit money within a park.

    (o)

    No person shall drive or park a motor vehicle, moped, motorcycle or off-road recreational vehicle in a park except in spaces set aside and designated as driving and parking areas, with the exception of emergency vehicles and those vehicles used by the city for repairs to or maintenance of a park. Except for emergency vehicles, such as police, fire and ambulance and city vehicles, no motorized vehicle shall be driven or parked in a park when the park is closed to the public.

    (p)

    No person shall operate a snowmobile in a park.

    (q)

    No person shall operate a motor vehicle, moped, motorcycle or off-road recreational vehicle in any manner contrary to state law or local ordinance in a park.

    (r)

    No person shall repair or perform maintenance on any motor vehicle, moped, motorcycle or off-road recreational vehicle in any manner contrary to state law or local ordinance in a park.

    (s)

    No person shall use any facility within a park including, but not limited to, baseball fields, restroom facilities or drinking fountains, except for their intended use.

    (t)

    No person shall use any threatening, obscene or profane language in a park nor engage in any disorderly or indecent conduct therein, which interferes with the proper enjoyment of other persons using a park or residing nearby.

    (u)

    No person shall be in a park when it is closed except city approved persons.

    (v)

    No person shall post, exhibit or distribute any advertising letters, pamphlets or handbills in a park except as authorized by the city manager for charitable or civic activities.
