§ 42-21. Scattering earth, ashes, cinders, etc., on streets, alleys, etc., prohbited.

It shall be unlawful for any person, firm or corporation, to scatter or deposit, in or upon any street, alley or public place in the city any earth, ashes, cinders, glass, leaves, paper, garbage, or any litter, filth or rubbish of any description.
